I have just received my iCEBreaker Everything Kit. Is there any documentation available regarding the technical specifications of the LED panel that shipped with the kit (e.g., range of acceptable supply voltages, required supply current, etc.)?

Not that I know of.
See https://github.com/esden/led-panel-docs for schematics and datasheet of the individual chips, but the panel themselves don’t have any global sheet.
Voltage is 5V nominal. Acceptable range is going to be panel-by-panel dependent, only operation at 5V is specified, most can go lower to save power but that’s not a guarantee, observed range has been as low as 4V, but some want like 4.8V to operate properly.
Current is a bit below 4A per panel max.
